My puppy (Shiba Inu) HATES going for walks?

Since he's young you shouldn't correct him to 'hard'. Not saying you are but even a small tug on the leash could be to much for him. You can start a little harder training once he gets a little older and his necks not so fragile. You could even try a choke chain once he gets a little older. Some dogs listen to these better, if used correctly. As for water, I'm not sure. I've never heard of them swimming but most dogs, if got used to it young, won't mind water once older.
